Planning & Zoning Department
The Planning and Zoning Department administers the County's land use regulations. Department staff perform zoning and development review and serve as the first contact for developers and landowners who are considering new development or changes to existing development. Most importantly, the Planning and Zoning staff work alongside the community's citizens to create the long range goals, plans and strategies that shape the future of Northampton County.
GOALS
- As stated in the Northampton County Strategic Plan (July 26, 2002), to achieve, under the leadership of the County Administrator, the goals set forth by the Board of Supervisors; to provide efficient, effective, equitable services to our citizens and visitors.
- To ensure that sound land use and development practices are employed and guide future development in an efficient and serviceable manner which is protective of Northampton County's predominantly rural, coastal, and ecologically sensitive character.
- To regularly review and revise the County's land use documents and consistently enforce ordinances.
- To maintain an adequate, high-quality staff to provide efficient, timely service to residents and towns.

Information of Interest
The Northampton County Joint Local Planning Commission has drafted proposed amendments to the County’s zoning ordinance and zoning map. The proposed amendments are identified as follows: Proposed Zoning Ordinance & Zoning Map Amendments – Draft for Public Hearing December 17, 2008, and January 13, 2009.

A series of six public information meetings, one in each voting district, will commence on Monday, November 24, 2008, at 7:00 p.m. at Northampton Fire & Rescue in Nassawadox, to present proposed comprehensive zoning ordinance amendments and the proposed zoning district map to property owners in Northampton County. While locations have been arranged for the convenience of residents within each district, each meeting is open to the public and is scheduled for 7:00 p.m. – 9:00 p.m. The full schedule is as follows:

District 5: December 1, 2008, Occohannock Elementary School, 4208 Seaside Rd., Exmore

The Northampton County Joint Local Planning Commission will conduct a public hearing on the proposed amendments on Wednesday, December 17, 2008, at 7:00 p.m. at the former Northampton Middle School, 7247 Young Street, Machipongo. The Northampton County Board of Supervisors will conduct a public hearing on the proposed amendments on Tuesday, January 13, 2009, at 7:00 p.m. in the Northampton High School auditorium, 16041 Courthouse Road, Eastville.
The proposed amendments may also be viewed in the Department of Planning & Zoning , 16404 Courthouse Road, Eastville, as of November 21, 2008, and upon request CDs containing the information may be purchased for $5.00 beginning that date. On Monday November 24, 2008, paper copies will be available for purchase at the Planning Department for $15.00. As of November 24, 2008, paper copies may also be viewed at the following locations: Office of the Clerk of the Circuit Court, 5229 The Hornes, Eastville, VA; Cape Charles Town Office; Cheriton Town Office; Eastville Town Office ; Exmore Town Office; the Town of Cape Charles Public Library; and the Northampton Free Library, Nassawadox, VA.

Northampton County Joint Local Planning Commission
PUBLIC NOTICE
The Northampton County Joint Local Planning Commission will meet on Wednesday, December 3, 2008, at 7:00 p.m. in the former Circuit Courtroom located at 16404 Courthouse Road in Eastville, VA, for the purpose of conducting public hearings on the following matters and to conduct regular business.
A. Zoning Map Amendment 08-03 NHCO: Charles McCotter for JMAC Realty and Development, Inc., has applied to rezone 66.116 acres of land from CD-RR Community Development-Rural Residential to PRV Planned Rural Village. The property is described as being parcels A, B, and 1 through 42 of Tax Map 68, double circle 11, and known as “The Landings” Subdivision. The property is located at the eastern intersection of Lankford Highway and Stumptown Road near the Town of Eastville.
B. CPA 08- 03 NHCO: The Joint Local Planning Commission, under motion of intent, proposes to amend the Northampton County Comprehensive Plan by adding a new section to be known as “Part 1, Section 3, Economic Development Plan” and by updating Part 2, Section 4, Economic Analysis.
C. SUP 08-11 NHCO: Kings Creek Commercial LLC, property owner, and Harmony Investments, applicant, have applied for a special use permit to allow installation of an on-site sewage system to serve a proposed motel on property located at the northwest quadrant of Lankford Highway and Parsons Circle. The property, zoned CD-CG Community Development-Commercial General, contains 19.5 acres and is further described as being parcel 59A of Tax Map 84, double circle A.
The Northampton County Board of Supervisors will also conduct public hearings on the above items in the former circuit courtroom located at 16404 Courthouse Road in Eastville, Virginia, on Tuesday, December 9, 2008, at 7:00 p.m.
Anyone interested in the above matters should attend the public hearings to make their comments known or written comments may also be submitted in advance of the hearings to P. O. Box 538, Eastville, VA 23347. The files may be viewed in the Northampton County Planning & Zoning Office located at 16404 Courthouse Road in Eastville, Va., and Item B may also be viewed on the county website at www.co.northampton.va.us.
